US MGM Bill History

 

 

Below is a brief history of the U.S. MGM Bill proposal.

 

 

Jan. 7, 2008 - Bill proposal resubmitted to President Bush and all 540 members of Congress in Washington, D.C.

 

Jan. 8, 2007 - Bill proposal resubmitted to President Bush and all 540 members of Congress in Washington, D.C.

 

Feb. 6, 2006 - Bill proposal resubmitted to President Bush and all 540 members of Congress in Washington, D.C.

 

Mar. 14, 2005 - U.S. Rep. Virgil Goode (R-VA) indicates his support of legislation to end male genital mutilation.

 

Feb. 28, 2005 - Bill proposal resubmitted to President Bush and all 540 members of Congress in Washington, D.C.

 

Feb. 28, 2005 - Clarified adult consent language and added "clear, compelling, and immediate medical need with no less-destructive alternative treatment available" to exception clauses in Section 2(A).

 

Feb. 23, 2004 - Bill proposal submitted to all 540 members of Congress in Washington, D.C.

 

Feb. 9, 2004 - Added a list of presidential activities to Section 3(B). This language is modeled after the female genital mutilation provision of the vetoed American Overseas Interest Bill of 1995 (PDF, HR-1561, Title XXVII, Section 2715 of the 104th Congress, 1st session).

 

Jan. 18, 2004 - Added "or on any nonconsenting adult" to Section 2(A) to provide specific protection from genital mutilation to adults who have not given their consent to circumcision; added definitions for "prepuce", "adult", and "nonconsenting" to Section 3(C).

 

Dec. 8, 2003 - Added "breasts", "nipples, and "vulva" to the list of protected body parts in Section 2(A) and Section 3(C); replaced "whoever prematurely and forcibly retracts the foreskin of another person who has not attained the age of 18 years" with "whoever prematurely and forcibly retracts the penile or clitoral prepuce of another person who has not attained the age of 18 years, except to the extent that the prepuce has already separated from the glans" to Section 2(A); added definition of premature forcible retraction to Section 3(C).

 

Dec. 3, 2003 - Bill proposal posted to MGMbill.org for public comment.
